Resumen: The present work describes a Relocation project of the denominated irregular establishment “Tototitla” inside a government politics that supporting the marginal housing located in area considered high risk "hillside Tezontitla", Town Santa Cecilia Tepetlapa Delegation Xochimilco, Mexico D.F. The process is structured under a concept of self-organization and enviromental regeneration, where the urban planning assumes a dynamic role, looking for new ways of interdiciplinary participation, combined actions among social organizations and central and local goverments.

The project outlines avoid the rupture of the social nets formed in the establishments, to take advantage of their power and organization for generating participatives and sustainable proposals that: supporting the hillside regeneration and inducing adaptation process to their new urban context.

Theme: The paper described a case studied about periphery communities "TOTOTITLA" Xochimilco's territory, assuming the mentalities like a virtual place, where every thing can occur. It shows a reading and intervention process in bordering places understanding the symbolic and alternative languages.

•  Memory and register. All the process was worked by two years intered of the new government's polices are decided disappeared slums moving them to downtown city without consider their urban-rural mentality. In this context we worked by storing the collective history, memories expressed in their usual personal things. The urban art is used to show invisible languages.

Subtítulo: Signification of territory and participative planning specific ways of occupation. an experience in Xochimilco, Mexico D.F.

Theme: The unequal access to places to live and urban land for the social groups gives place to a socio-spatial segregation where the poor status and immigrant people feel forced to occupy places that are not good for urbanization such as vulnerable zones: chinampas, hills, ecological conservation zones and ravinated land. In these places the environmental problems are increased by the combination of the settlement of people from a low social status with natural conditions that are not good for urban occupation, all this intertwined with a system of social and informal economic relations. “The marginal man” lives and shares closely traditions from different societies; his conflict is of a “mental order,” between a divided self -the old one- (represented by the traditions of its place of origin), and the new self, who incorporates new cultural rules.

Abstract: The irregular settlement Tototitla is a synthesis cultural group with important potential of symbolic representation. Its memories and collective spatial manifestations are marked with fragments of pre-hispanic and rural memory, in contradiction with its new urban reality. The community builds collective spaces through legends, traditional events and individual stories with magic and heterogeneous structures where the ancestor's memory and its contemporary reality become a daily research of lost imaginary paradises. With this plastic and urban intervention this experience showed that identity and symbolic magical power can be used by the self-group to renew ecological places.

Abstract: This paper intends to describe experiences with a marginal settlements in contradiction with modernity space, while it invents its new map of commercial expansion, the inhabitants of the periphery the Mexico city configure their own parallel city built with imaginary centers, flow systems based in memory, magic thing and organic dwelling.

The reading of informality can been chaos or new pattern spaces, by discovering and interpreting special heterogeneous languages through mutual learning processes that search new ways of social revertebration as cohesion in neo-cultures. The community called “Tototitla” builds collective spaces through legends, traditional events and individual stories with magic and heterogeneous structures where the ancestor's memory and its contemporary reality become a daily research of lost imaginary paradises, which are seen as new utopias or frontier cultures.

Título: Strategies and new spaces for social action: construction's projects with used of dynamic interfaces

Resumen: The economic globalization is a dialectical phenomenon generator of new contrasts, poverty and inequalities, that it integrates and breaks into fragments the space diluting the territorial identifications of the state-nation, reconfiguration the territory in social and cultural terms.

Emerges types the intervention and promotion (enterprises and governments) with new economic and politics territorial configuration that transcends the local identifications using like principal tool TIC. On the other hand in the most important cities are relocated the multiple human flows that incrising the diversity , forces by rethinking the exchange processes and the new cultural constructions like product of our interconnected daily spaces, through the global communications or by the multiple informal or imaginary ways constructed thought virtual espaces.

We Consider that the local strategies in a global world are located at micro space level, generating tools for trying to invest the multiple forms of social exclusion. In the new economy the work's enterprise as web around the business project, an new researche line for the planners opens up for exploring the utility of TIC to generate social projects as collective sources of knowledge and communication.

It is looked for working the poverty problem, not simply as lack of resources but in the trasgresión of the " space's rights, expression and comunication", in order to gestate analysis focuses in the disadvantages that affect to certain sectors. This analysis perspective means to locate the topic of the poverty in the mark of the theoretical debates on the generation of strategies for using dynamic interfaces as social tool.

The objectives are: the social reappropiation of the TIC and their strategic use for social groups, method's participative design web to achieve the autorepresentation group and their project, to build nets cooperation mediactivistas and circulation of information, to take advantage with the new action spaces and communication to combat the exclusion At the same time, it is to explore and to revalue diverse socioeconomic dimensions of level micro-macro virtual space that support the capacity action and expression of social groups with specific problems, taking advantage of the opportunities in the virtual world and the searching of supports for their space concretion.

In this research we are working with a irregular settlement named “Tototitla” localized in sur D.F in order to co-desig social projects though diferents tools, in this moment internet is used in order to represent ideas and improved social participation with important potential of symbolic representation that can be used by renew ecological places.

CONTEXT: The Xochimilco´s (México D.F.) urban structure is characterized to rest in old towns whose economy has been mainly depended on the agriculture. At the moment it suffers a quick urban growth, that is reflecting in the pressure in agricultural and forest land. An important social mobility exists mainly of different central places of the Federal District, states of the Republic and the own unfolding of the Towns Natives.

The mountain area represents for the general outside people an alternative of getting a cheap patrimony family through the illegal purchase of agricultural land that some villagers and neighborhoods carry out. The population's increment, the shortage land for the urban development and the economic crisis has been influenced directly in the housing demand, which this measure, it has been covered through the development of irregular establishments.

The unequal access of the social groups to the housing demand and the urban land gives place to a segregation partner-space, where the poor strata is forced to occupy non capable places for the urbanization like; peripheries, hillsides and areas of ravines. In these places the environmental problems are increased for combine a complex land natural conditions and the features poor establishment interwoven to a system of informal social and economic relationships.

It concerns to the Public Administration of the Federal District to safeguard the physical and patrimonial integrity of the citizens of the Federal District and very particular of those inhabit areas in high risk (They generally constitute a marginal and excluded social sector). In August 18 1999 was given the authorization to acquire in favor of the Government of the Federal District through Metropolitan Services S.A of C.V., with position to the real state bag, susceptible lands of being incorporate to the "Emergent Relocation Program" in coordination with the Housing Institute. In execution to this agreement a work group was constituted which determined the acquisition of lands in the Delegations with problems of high risk.
